Abstract
This methodological review examines the evolving landscape of Search Engine Optimisation (SEO) and Generative Engine Optimisation (GEO) in the United Kingdom, with a particular focus on stakeholder involvement and the regulatory frameworks shaping these practices. As digital technologies and AI-powered engines transform online information delivery, a broad spectrum of stakeholders—including businesses, agencies, consultants, platform users, regulators, technology providers, legal authorities, and academic institutions—play pivotal roles in shaping ethical, transparent, and trustworthy digital ecosystems. The review explores how advances in generative AI have shifted optimisation strategies from traditional keyword-based approaches to context-aware, conversational content, raising new challenges around transparency, accountability, and privacy. Through detailed analysis, the paper highlights how robust regulatory and ethical frameworks—grounded in UK-specific data protection laws and AI governance—are essential for balancing innovation with public trust and reputational integrity. The study also outlines practical measures for framework implementation and the ongoing management of compliance, governance, and education across stakeholder groups. Ultimately, the review underscores the need for adaptive, multi-layered regulation to support responsible AI-driven optimisation, safeguard reputational capital, and foster a credible, user-focused digital environment in the UK.
