The Licensed Digital Infrastructure Act – Restoring Digital Trust

  • 30 January 2026

Abstract
This paper sets out a practical licensing framework for Virtual Private Networks (VPNs) and related digital sectors, aiming to restore public confidence and enhance the reputation of the UK’s digital economy. The researcher contends that the current all-or-nothing regulatory strategies have proven ineffective, and instead advocates for the establishment of a Digital Trust Authority (DTA), modelled on the Security Industry Authority, to oversee VPNs, SEO, and GEO within a unified system. Their proposal includes a tiered approach to licensing, strict technical standards, and meaningful legal consequences for unlicensed operations, alongside clear mechanisms for rapid enforcement and dispute resolution. To encourage compliance, the framework also offers practical incentives such as reduced insurance premiums and international recognition for licensed providers. Overall, the aim is to strike a careful balance between privacy, security, and business interests, while positioning UK-certified firms as global leaders in digital trust.
