The Vision Constructing a National Digital Security Industry Authority

  • 16 April 2026

Abstract
This Doctorate of Business Administration research project by Neil Chinnock at Teesside University proposes the establishment of a National Digital Security Industry Authority (DSIA) designed to safeguard digital trust, integrity, and accountability amid the rapid rise of generative artificial intelligence. Recognising the limitations of traditional digital security models in addressing the sophisticated outputs of Large Language Models, the study develops an eighteen-node fiduciary framework to guide organisational structure and operational mechanisms for national-scale digital security governance. Spanning five years, the research combines literature reviews, expert field interviews, and advanced qualitative analysis to address key challenges such as AI-driven content integrity, ethical optimisation paradigms, and regulatory complexities. The project aims to produce a robust, empirically validated blueprint for a DSIA that balances transparency, resilience, and ethical oversight, ultimately seeking governmental adoption to fortify digital ecosystems against emerging AI risks. This work bridges academic theory and practical policy, offering a comprehensive roadmap for the future of digital security in an AI-transformed landscape.
